We currently use 2.1.4 version of CSLA framework, we are planning to update to the latest CSLA version 3.0.3. We want to use .Net Framework 2.0, after downloading CSLA 3.0.3 we found it has references for "Presentation Framework" does that mean we have to update our .Net Framework, Is there a way we can use the latest CSLA3.0.X version without updating .Net framework.

Yes, remove the references and define the compiler symbol NET20.
