I read the release notes for 3.5.2 and in there it states that the "ApplicationContext.User property is consistent across all threads, so all CSLA.NET code and code using the User property will work". Is this true for service-side code running on the other side of the WCF service (on the server)? Do I have access to the principal of the logged in user in Server.DataPortal?

Yes.

The user is transferred along with the BO.

Please note that "consistent across all threads" is only true in a WPF client. This change was for WPF only, so Windows Forms and Web Forms (and services and workflows) are unaffected by the change.
