This is probably a no-brainer, but I just wanted to be sure.

I've noticed that the csla for silverlight download contains both cslalight (client) and csla (server). The csla (server) 3.7 version appears to be identical to the standalone download for the normal csla 3.7 link. Is it safe to assume that these two csla (server) libraries are maintained exactly the same?

Yes they are the same. CSLA .NET for Silverlight uses quite a few code files from CSLA .NET for Windows, and so it won't build without the Windows codebase.
