Intermittant access denied errors in remoting datportal

I am currently getting the following error in my serviced data portal

Access is denied: 'CSLA.Server.ServicedDataPortal'.

Exception Details: System.IO.FileLoadException: Access is denied: 'CSLA.Server.ServicedDataPortal'.

One minute it works, next minute it doesn't.  Seems to be after web.config changes.  Re-cycling IIS seems to sometimes put it right, has anyone else encountered this and if so is there a fix

I am using 1.x of the framework.
